Resistance in the IT space to practice PM processes and tool

how do you get IT Technicians to adapt to documenting their project deliverables, ie adher to basic PM tools and processes. I have been assigned to introduce the idea of project governance within the IS space in my company, and am facing a lot of resistance, as the team feel ,its simply adding more work for them as they are ' techies' and admin and documentation is not what they are used to

When I have seen this type of problem before, the cause is usually a combination resistance to paperwork and lack of understanding of the overall business goals. Both causes can be corrected.

Regarding the resistance to paperwork, it would help to understand the bare minimum that needs to be documented to achieve governance goals, and then deploy tools that make it easy for the IT team to record the information. For example, my company has a requirements for logging of hours worked by project. After months of frustration with incomplete or missing entries, we switched the entry mechanism from a complex financial application to a simple web form. Our finance team is still getting the information they need, and the IT folks can get it entered in a fraction of the time it took before.

Regarding understanding of the business goals, it may help for somebody in senior management to explain the underlying reasons for project governance. Even bureaucracy haters will understand that certain processes need to be in place for a business to run effectively. Just as an IT department has procedures in place for things like hardware and software requisitions, many businesses need to follow requirements for documenting what they do. As I noticed your company is oil-related, it should be straightforward to explain the need to meet regulatory requirements.

You need a Project Sponsor (Senior Leadership) to announce the change and the Project Sponsor would need the supervisors to be accountable for the organizational change to ensure that their direct reports will observe the new process. There needs to be a mandate from above and accountability requirement.
