We know that every project is not without risks.
When do the restrictions help us to avoid risks in the project?

what do you mean "restrictions"? Are you referring to policies? Or constraints? In either case, those might prevent the team from taking certain risks but these might introduce other types of risks.

Restrictions and risks are not related. That´s the point. Assumption and risks are related.

By restrictions do you mean tolerance? for example, the level of negative cash-flow the project will impose.
