As Sergio says, if something material changes on your project, handle it through disciplined change control. In this case, if time can't change even if costs/resources do, then scope or quality are two of the levers you have left to adjust. Use this as an opportunity to have your business owner or sponsor prioritize what is "must have" and jettison the "nice to have" requirements so that you can still deliver something usable within the reduced budget. If that isn't feasible, then escalate as you are facing a Kobayashi Maru situation (Google that if you aren't a Star Trek fan)...
