Project plans are perpetually out of date .why should having a plan if it constantly changes?

Without a plan how would you answer ?

What are the objectives of your project?
How would you achieve the objectives?
When will you achieve the objectives ?
Why do you need to achieve the project objectives?
Who needs to help you achieve the objectives?
What are the risks , dependencies, assumptions and issues to your achieving the objectives?
What are the benefits to your achieving the objectives?
What are your milestones?
What is your scope?
What is the deliverable?
How much will you spend?

Project Plan need to be continually/periodically updated.

This is and interesting one Shadav,it is true that project plans are perpetually out of date because of changes.That is why they need to be regularly updated.But you must have a plan so that you have foresight projection where you are headed with the project even though along the way parameters are likely to change as is often the case.But then again,not all changes will cause a change in the plan

Yes off course, projects plans are perpetually out of date because of changes. Change is constant if any thing we want to move beyond the expectations. If everything goes well as per plan there should not requires any change off-course no change in plan.

Project does not have only mechanism it includes human also so definitely it needs to to be upgrade time to time..

The project must consists of risk, changes and conflicts, and we must have plan how to manage and control to reduce any negative impacts!!!!

Detailed, infrequently refreshed plans are out of date but plans at the appropriate level of detail which are updated on a regular basis are of value for all the reasons which Deepesh has listed.

Planning as an activity is critical so we are really just talking about how you capture the output of that activity...

The value of this statement has to do with the nature of the project you are doing. Moreover, the quality of your planning and its output, i.e., plans is important. anyway, you need a plan to work.

We have the very same issues. Project plans, project charters, project schedules, project requirements, and many other project documents are created, and then typically "shelved". This is typically done because it was a requirement at one point to have them for some project approval gate, but afterwards, the project staff don't have the time to update them. We are in the process of trying to simply the development of various project plans (still 17 different plans in total) by creating templates for the organization such that the project staff don't have to spend their valuable time "re-inventing" the wheel. The standard plans/ templates then can be customized as required for each project. For example; scope, cost, and schedule management plans should essentially be the same for all projects "tweeked" for specific project requirements. No need to start from scratch. What we have recently seen with some of the plans we have developed for projects, is the importance of the RACI chart and our "roadmap" that details the "steps" necessary to move from one project phase to the next. Everything else in the plan is "extraneous" detail from the feedback we have received thus far from PMs. Also as Al Taylor has mentioned we are emphasizing the rolling wave approach using 6 month blocks (our projects typically span 10 years). We recently completed a WBS for one project that had over 3000 elements, and when presented to the PM, it was too "detailed". So the question was, what is the most important aspect of the work right now. Answer - produce draft requests for proposals (RFPs) within next year. So, we produced a detailed sub-set of the WBS breaking down the elements required for the RFPs, and then the schedule for the next year to complete them. In the end our goal is to make all projects plans "relevant" otherwise we have failed.
