wbs should be easy major sections get 1, 2 , 3 subsections get 1.1, 1.2 ,1.3, then down to 1.1.1,1.1.2, 1.1.3 etc do it in an excel spreadsheet to start with and you can easily move and add things as required then once its finalised stick it into MS project or whatever planning tool your are using.
