Lately, I've been asked to create an Organizational Impact Assessment (OIA) to assess an organizations communication, and training needs based on IT changes based on Agile user stories. My question is how should you document change impacts based on user stories sprint by sprint?

That will depend on how well defined your system is. If you have a well defined functional and logical architecture, then your user stories cans be related directly to functions and processes which can then be related to the OBS, and the communication/training needs can be determined using Bloom's taxonomy.

If you have a loosely defined system architecture, then you will have to describe the functions and processes affected, who is involved, to what degree, and the level of knowledge they will need based on the impact of each sprint.

Side note: Knowledge transfer is only one element of change management.

I love Bloom's. It's systems engineering applied to education. Define your requirements, define your methodology, plan your execution, and someone already laid out the taxonomy. :-)

In the bigger picture, stories relate to a feature which the is directly tied to business value. The delivered business value is the piece to capture in the CM process.

More micro, each stories ‘so that’ statement is also tied to business value. The business value delivered is solving a need or problem. That is the place to start.

A lot depends on the ability and willingness of change management team members - if they are unable to update change plans, training and communication materials and so on sprint over sprint, then this will become a constraint for the team when releasing as these outcomes will need to be updated in a more traditional manner just prior to a release.
