Hi Shadav,

In my opinion, project-based procrastination is more of a passive-aggressive behavior intended to represent resistance to someone or something. This type of behavior is usually localized and is seen among people who view their role as critical to a given process and normally represents a "fear of change".

Motivation issues will normally be seen among many people at the same time, as it is often environmental to project concerns. This is just a rule-of-thumb as there could obviously be a multitude of factors weighing in at the same time.

A little Food for thought.

Procrastination can also be a very natural response to being asked to work on too many things at once. The individual prioritizes what they will work on based on their sense of priority, and the PMs for the activities which the individual has given a low priority might perceive their reaction as procrastination.

As with any other perceived negative behavior, it is crucial to understand the root cause.

It certainly can be, though, it could also be a result of a lack of direction or clarity on a given task or project. If the individual or team is questioning why they are doing something, they will be wasting valuable brain power, not focusing solely on the doing part.

Possibly also being uncertain as to where to start on something, perhaps because of a concern that you'll not achieve the required level of quality?

It can be sometimes. But it can also be result of not having enough information on how to begin or go ahead with the task. Or there are other tasks on higher priority. So for judging the loss of motivation based on procrastination needs information about other tasks in the person's hands.
