How does the contractor in construction project evaluates the claims for extension of time ?

For certain project a general contractor claimed for extension of time based on the evaluation made by a primevera program yet he considered only delay from client and consultant while the slipped items due to his delay is not recorded in the program is his statement is true ?

The only items that I would permit to be included in a change order for schedule creep would be items that impact the critical path of the project. If there was schedule creep on 10 items, but only one impacted the critical path, then that item is the cause for the delay, and that vendor should be held responsible from a cost perspective.
