What are some of the task a director of project management would initiate and accomplish in the first 3 months, once get hired at a company like IBM?

I dont think director will/should perform any work at the project level!!
I would look at the following issues:
* Project start-up
* Status reporting
* Getting to know all clients in my area and the value IBM brings to them
* Budget authorization
* Any areas of particular success or failure that need standards

As a Director, he will be responsible for the compliance. He should ensure that the process are put in place. He is also responsible for the relationship with the customers. He should also review the performance of the project manager (SPI).
