On top of all above you can also try:
-to surprise them one day by bringing them cookies
-give to those who have special achievements half day off (or even few hours)
-empower them to take some decisions in the project
-let the team know that you will be happy to provide further (positive) references after the project is complete
Money/promotion are not the only way of motivation. you may be able to motivate them by providing new learning opportunities or experiences. Anca and Monu's comments are very useful. Saving Changes...
Purpose, Autonomy & Mastery have nothing to do with money. If you can help them achieve one or more of those, they will be motivated. Also, by helping them become a team vs. a group of individual contributors, they will likely achieve the social belonging in a professional context which they might be lacking on previous engagements.

Figure out what each person values. What makes them get up in the morning? Some folks care about recognition, some care more about feeling like part of a team. And some folks will just want to know they're doing quality work.
I find teams are more motivated when the Project Manager has their back, overall. Be the interrupt, shield them from churn and stakeholders, and make it your mission to make their jobs easier. Facilitate an environment where they can succeed. Saving Changes...
Hello I’d like to weight in on how to motivate a team if they are made up of mostly contractors.
In my opinion the best way to do this is by a testimonial to whatever they’ve added to the value of the project including their name. This way they can publish the accolades on their LinkedIn page or company brochure.
This is worth it’s weight in gold to contractor. Saving Changes...
