I completely agree with Eric. Ask around at the DoD. Those articles can be heavily dependent on your internal requirements or even federal law. I have seen the equivalent of a PEP for a defense contractor that requires doing some of those things 2 ways. One way is the company's internal process. The other is the DoD's prescribed process with the rationale simply "Required by the DoD".
There are many unique considerations that come into play such as information control requirements subject to federal law like ITAR and EAR, Federal Aquisition Requirements that will affect change management, etc. It is a very requirements intensive business environment. Saving Changes...
