Selecting PM Tools for Implementing ADA Compliance Across County Government Programs, Services, and Activities

I am seeking input on what might be the right PM tools for implementing an ADA Transition Plan that has the purpose of bringing a County's programs, services, and activities into compliance with Title II of the ADA (Americans with Disabilities Act).
There are 20+ departments within this county government, each having one or more projects that will need to be completed within the Transition Plan. There will be an ADA Coordinator who will be working with a point person within each department to coordinate and execute the projects.
I am seeking a tool that will help prioritize and track the multiple projects through completion, with the ability to report project progress along the way.
