What are recommendations for very good change management products with heavy emphasis on tracking and managing promotion of code to the next level of SLDC?

Have you looked at Lighthouse by Artifact Software? Change requests can be converted to requirements which can then be converted and linked to test cases, results, and defects. You can also assign them to a particular release to manage project scope. So, at any given time you can tell which change requests have been approved, to what release they are assigned and which stage of development they reside.
