Balanced Scorecard vs Porfolio Management

I am using balanced scorecard in strategic management. I set perspectives (financial, customer , ...) objectives, measurement, target and initiatives at the end.
Now my question is when portfolio management starts?
1. when I start balanced scorecard (when I want to set perspective objective).
2. when I want to set and clear projetcs/programs from initiatives.
3.or other phase.

A balanced scorecard is a tool to support effective portfolio management but portfolio management itself would likely have started much earlier when your leadership team started to make key decisions such as what constitutes a project and who will be involved in the component selection, evaluation & prioritization processes.

Do you mean that, for example defining initiatives is also part of portfolio management?

Portfolio strategic management includes developing a portfolio strategic plan and a roadmap of components which will achieve the organization's goals, so yes, I'd consider that in scope for portfolio management.
