Full Project Management Plan - Time Spent

How long has it taken you to complete a full project management plan that covers all knowledge area plans?

I was asked to estimate the time needed to complete this for a new project to answer a question in an RFP, but I am having a hard time putting a number or range on what I would need. I estimated about 80 hours (10 work days) with two people, but I would like to compare that number to what others have experienced as well.

Also you have to consider the availability of the resources you need, if you have already templates for all the management plan and it would be just to adjust them to your project

I find it really interesting when people use this site to get others to do their work for them vs learning from asking the right questions.

Here are some questions/comments:
- Are you the Buyer or Seller?
- What does the RFP indicate about the the Project Management Plan?
- Do you have a basis for the 80hrs estimate?
- Since the 80hrs is answering a question on an RFP, is that the amount of hours you expect bidders to allocate for the PMP deliverable?
- Will the PMP be reviewed and revised before approval?
- How frequently will the PMP be updated during the work - monthly, quarterly, semi-annual, annually?
- Most Sellers have a MODEL PMP that is customized as part of the proposal response to the RFP.
- Most Buyers have a MODEL description and requirements for PMP that is used for all contracts,

The planning itself will involve interaction with stakeholders. So time spent on planning will also depend upon whether they are available in person, in the same city. Otherwise interaction will happen over virtual sessions. This will delay planning.

Also how unique is the project from old projects done by you or PMs in your organization, with whom you can interact and take guidance?

Besides the complexity and size of project above two factors will also contribute to project planning time.
If an existing similar project information is available in OPAs then your task for RFP preparation can be made very easy. Especially if you can communicate with internal PM in your organization.
