Share your experience working with GOVT departments in India and global and how different from managing other private companies projects, which project life cycle and model suits much?

Share your experience working with GOVT departments in India and global and how different from managing other private companies projects, which project life cycle and model suits much?

Yes, there are similarities Government and Private Organizations / Companies are the people working therein, so yes, we can find competent and professional people in both sides!
But there are also unquestionable differences between Government and Private;
• Profit vs Services
o With the exception of some Foundations and Charity Organizations Private Companies and driven by profit! No profit no Company!
o On the other hand, government organizations are (or should be) driven by services, the quality of the services they provide to the population, communities are the objectives.
• Investors vs Tax Payers
o Private projects / Companies funded by investors
o Government by Tax Payers money
• Stakeholders
o Private – Business related Stakeholders
o Government – Country, Communities and off course political interests.
The differences are numerous and as such Management and Culture principles are the result of such differences! So, when we say that it is different to work with Government it cannot be construe as a criticism but simply a recognition of the clear differences between the two organizations.

Here my point.
I agree with you about you stated related, mainly, to the environment.
I know that the context or enviornment, mainly internal environment, is not equal in gov than private. But at the end it does not matter to perform project mangement (generally speaking).
Project manager is in charge of the process (project) that will create the solution. Somebody is in charge to define the solution and from solution definition all related to project will be dfined. The person in charge to define (or help to that) is the business analyst. So, while project manager must understand the context, things like profit vs services do not matter. The mission for project manager is assure that the solution is created as defined.
Because of that, in scence project manager must do the same into any domain or type or organization: to understand the domain but then to be sure on taking the solution scope and to define the project scope from it. The environment will impact in terms of risk and stakeholder management mainly but the work to do to define all related to project is the same.

Thanks for all members views, my objective is to see what all standards people will follow in executing govt. projects and make them successful for the client and executing company, most members views are negative and challenging to execute govt. project comparing to Private,

There will be n number of difference from region to region, working style, environment but as a Project management central community members or PMI may take some initiative to set standards by studying successful and failed projects so that more chances of successful projects in coming years by referring these models.

Yes, it not negative but PM and other stakeholders have to manage things by going out of the way. It may not be in the project plan. I had the worst experience at an initial couple of projects but later able to manage some extent but sometimes PM and others become helpless because of govt. official unplanned activities. 2ndly your organization push you to complete the work as planned, in those situations Risk level increases a lot and result may go either side. My observations are that no PMI standards work and you have to move/change plan very frequently and you have to execute the project in the Hybrid model. People like your and Mr. Sergio Luis and others might have many good and bad experiences may help in developing some additional standards. Regards
