Well, it is a little bit tricky. Organizational agility or effectiveness has to do with a lot of factors including HR. there are a lot of motivational drivers out there but finding the most suitable one is a little bit hard.

You have not to improve employees mindset. That is a big mistake. Agile and agility is about organization, is about enterprise architecture transformation. That´s will allow to implement Agile. Obviously, one of the variables inside the business layer is about to help people to "think and behave" as needed.

Your question seems to take the approach that agile can be pushed up into the organization by the employees. As Sergio mentioned, that's not the way to an agile organization.

Taking that out of the equation, you have to think of it as a typical organizational change management problem. How to do get employees to accept, nay embrace, an agile culture.
