How and where to begin?

Joined a new software development product based company. There is no PMO and no process.

1 What do's and don'ts should I take care?
2. Where do i begin?
3. What should be the strategy?

Hi,
Let's first talk with Project Management. Please meet your immediate manager & asked him about the same.You need to ensure the deliverables & acceptance criteria first. If any Quality benchmark has been set by the organization do study the same.

Let's look your answer:
1 What do's and don'ts should I take care?
Ans: Follow your manager instruction correctly. You may have discuss the PM importance with him. Do's & Don'ts can be guided by your manager. If any specific policy, procedures or agreement to be followed it also known by your manager. As he is senior executive of the organization.
2. Where do i begin?
Ans: As you are Technical Lead. So try to focus technical solution. After that start document in each phase.
Like CR Log, Issue Register, LLR.. etc. Also you can verify the same with your immediate manager.
3. What should be the strategy?
Ans: Strategy defines Organization's mission, vision & goal. So be clear about the organization structure,Policy, procedures etc..

You can look all internal application portal of your organization. So that you can get some information about the organization.

Play to your strengths . You are the Tech Lead, focus on the tech solution but it's an opportunity now to expand your horizons beyond the technical .
Check how the solution fits into the big picture . What's the strategic road-map of the organization? and how does your software product solve the business issue?
And yes maintain good change management and documentation practice for the end-to-end solution.

What is your position in that company? Can you describe your current work responsibilities? I believe there are no answers to your questions without knowing your role and responsibilities.

First thing to take into account is: alwyas there are process, implicit or explicit defined. There is no possibility of company existence without process by definition. Is the same than human beings. So, the thing to do, is to detect what process to follow to achieve your objectives.

You are welcome. If you are calling PM then the company is aware of the role. Search for role definition and you can find process/functions defined into it. If the role definition is not into a piece of paper go for it. Second, go to your key stakehodlers to understand what is the pain they expected to cure thanks the use of project management or by hiring you. With that on hand define what to use in your project perhaps based on PMBOK Guide. No matter there is nothing in place use some of those things that will be visible your work and mainly the value you can add (based on the pain). At least, is what I did in the same situation. Just to comment based on my personal experience sometimes stakeholders expect the mix of two roles: business analyst (whose focus is product/service/result definition as part of the solution) and project manager (whose focus is all needed to create it).

You got PMP and CSM, right? so I definitely believe you know how to do. You are a PM so I think that you should start with your assigned projects, create your own project management plan for each project by choosing the project life cycle, selecting processes, activities, document templates, embeding project management activites to project plan. Don't criticize the lacking of project management processes. Just applying your own processes to your projects, prove the effectiveness of having processes in your projects. Also talk with other PMs to understand how they manage their projects.

Agree with some of the points here like meet your immediate supervisor and get context, talk to BA and get understanding on product.
Identify if there are any burning issues you need to look into; you may have to resolve those first.
Talk to your team and understand their work, (unwritten) processes they are following.
Guess by talking to these people, you can fairly get an idea about what needs your focus and then you can streamline the things.

I am running into a similar situation. I came from a global company that had processes and procedures for every project phase. I went to a more regionally based organization where process is developed more organically and is locally driven.

Now that I am here, the one situation I am running into to is not pushing my previous employers process onto my new organization. I still utilize a similar tool set that I had previously used due to my familiarity with them, but am finding myself reverting back to the foundations of the PMBOK to maintain my personal level of structure. This approach has proven helpful in that it provides me a baseline while I learn the organization's procedures and specific tools they use here.
