I'm putting up a set of in scope & out of scope areas for a PM from my company who will be working on a project out of our company and managing resources across multiple vendors and not part of our company.
Genrally all and the kitchen sink become the PM responsibility :) but i'm trying to put together some clauses where only the specific PM tasks and not the entire delivery are the PM's responsibility. Any inputs wil be appreciated.
You could focus on the management artifacts, rather than the deliverables themselves.
For instance, the following items are clearly within the PM's control:
* Status reports
* Risk management plans
* Up-to-date risk register
* Timely notification of issues and problems
* Timely budget revisions
Sometimes other parts of the project are outside of PM control:
* The actual delivery of items
* The workmanship or quality
* Whether the risks are actually realized or not
* The budget performance
I used to make clear to my project managers that I would NOT hold them accountable for every problem that happens on their projects. I WOULD hold them accountable for letting me know about high-impact problems immediately.

P.S. I know people will argue with me and say "quality is the PM's responsibility...so is budget performance...so is......" We could go on forever about what the PM should be responsible for, but the PM cannot control everything. In some companies the PMs have more control than others.
