wondering if the core problem to focus on a BI project is the DW, because as I can see, when the DW is done, it's so easy to finish the BI plataform.
So, any comments?

From my experience the difficulties in BI are:
- establish the data owning systems
- develop the ETL layer with minimal Bussiness rules as possible
- Develop a dw structure supporting the potential questions
If this is all in your view a part of developing the dw than I tend to agree

'd have to say NO.
DW is 20% of a BI project - the other 80% is defining what and how BI is and will be used, much of which needs to be done before you even think about the DW itself. A pile more is then introducing the use of the DW and change management to ensure it is accepted an respected by all possible users.
The DW is just a bit of technology, not the core of the project itself. Just as PM software is nothing more than an enabler for what we as PMs actually do! Saving Changes...
I agree with Mr. Bernard, I think that the DW is just a mean and a technical detail in BI projects, the most important think in my opinion is the good understanding of business requirements and a successful Data specification phase to fulfill strategic goals. The work of communication and change management is also very important to influence users to accept the new system. to resume a BI project must have this four elements to be successful :
1 - Management support
2 - Available resources
3 - User implication
4 - Data Quality
