Brian, I believe this would be dependent on the needs of your business. I would assemble a brainstorming session with a few key stakeholders to find out what is working and not working. For instance if your Organization already has a strategic process for change management, you could evaluate systems that don't focus on CM. Stakeholders may struggle with resource management or not have a solid budgeting tool. You may find that stakeholders are concerned about quality or risk.
During the brainstorming session you could discover that the majority prefers a specific type of communication above others then your focus could be on tools that provide and support the consensus.
You may also want to discuss operations with your stakeholders. It can be beneficial to include a functional manager to your stakeholder list to review gaps in operational procedures. I hope this helps a bit. Best of luck Saving Changes...
