A PMO. to whom it should to report? CEO or a board?

There is a poor knowledge over the PMO function. If CEO has under he line report the PMO probably most the questions will come around when the project is finished to invoice. If the PMO is under a board, then probably most of the question Will come around Projects. What should be the line report.

The point to decide is the functions/process you assign to the PMO. If the PMO is on charge of portfolio/program/project management process then it is strategic. For example, in my actual work place, we belongs to strategy-transformation-innovation division because our PMO is accountable for quality too in the sense that lost in qualiy means lost of benefits.

Thanks everyone for the feedback. Company is small, around 60 employees, There is CEO, IT, Operations, Finance and Comercial Directors. Today I report to Operations Director, however Company is trying to change the structure creating an independent área but reporting to CEO, so not sure it is going to work fine, that's why I'm asking. To me the tree main owners should act as a board.
