That answer depends on the type of PMO. Is it a directive, supporting or controlling PMO?

I agree with Eric. Also, Responsible and Accountable can be seen as the same. How do you define them?

What's the difference between responsible and accountable? In a RACI chart, those responsible are those doing the work. There can be only one person accountable - the one in charge, who signs off on the work.

Google is your friend:
"To be responsible means to be answerable for something within one's power or control. Notice the two aspects of this definition – the ability to control plus being able to answer for something. To be accountable means to be subject to giving an account or having the obligation to report, explain or justify something."
I think the two terms are often used interchangeably, but that is not always the case.
To be "Accountable", in my opinion, means to take responsibility and justify your actions and/or decisions.
"Responsible" is a more broad term: you are in charge of something, or follow the rules or simply think you just behave appropriately.

In my experience, I have seen PMO accountable for providing resources from other teams based on resource utilization in case of shortage due to x,y reason and providing various templates to be consumed in our day to day work.

I even prefer PMO in supportive roles else it becomes another Client to manage :)

The PMO should be accountable for the program goals. It is responsible to take the necessary measures - projects, resources, processes - to achieve the goals.
