We do not currently use EVM at our company but will be required to do so in the very near future. Among the many things we need to decide is how to track progress. I read the email from Alex Brown indicating he uses the 20/100 method. I was wondering what is the best criteria to decide whether to use the 50/50 rule, the 0/100, the 20/80, etc? It would seem to me that they would all be inaccurate if we are reporting progress. How can one say 50% right up front (on 50/50) or 20% (on the 20/80) if let's say 60% has been completed

As a general rule of thumb the discrete EV technique I would apply depends on the size of the task. (A discrete task produces a definable end product)
If the task was planned to start and finish in the same reporting period I would use 0/100.
If the task was planned to start and finish over two reporting periods I would use 50/50.
If the task was planned to start and finish over more than two reporting periods I would use incremental / weighted milestones.
If I was tracking a manufacturing task I would use units complete / equivalent units.
One discrete EV technique I wouldn’t use is %Complete as I personally feel it’s too subjective.
For managerial / overhead tasks that do not produce a definable end product are ‘level of effort’ so I wouldn’t use a discrete EV technique when planning to claim performance. BCWP would always equal BCWS.
There aren’t any hard and fast rules, however, I always claim BCWP using in the same technique upon which the tasks were planned.

I recommend the path of least resistance. In other words, apply the method that is the simplest for you to implement that satisfies the stakeholders' needs. Based on my experience, the smaller increment u use the greater the probability of questions related to the pattern of progress...e.g.: "We went from 25% to 35% last week, how come we only went from 35% to 40% this week.?" You do not need that. Try 0/50/100...it is easy. Saving Changes...
