There are several options, but most would require some level of configuration to match the particular needs of a given organization. For instance SharePoint with MS Project or Excel would work. ALthought you have multiple options it is important to review the tool according to your process. I have used Jira, Clarity and VSTS all of them have good approach. How big is your organization? how much the organization resources to spend in training users or customizing the tool? would you have an specialist to support/customize the tool?
