You can add a soft skills as Kiron mentioned and then compliment with an expectation around it. For example, using conflict resolution as one of the skills you will be utilizing during the project and in return, a project team expectation is to follow xyz escalation path or xyz reporting steps when an unknown risk is identified. as he is from government, coming from hierarchical governance thinking, his expectation probably is around seeing plan and control, avoiding surprises and embarrassment, not e.g. leadership or - beware - agile.
So I would show him this assumption and present simple and not too many 'tools' how/what to plan (cost, schedule, scope/results), control and report(!), communicate, deal with stakeholders (politics).
