What metrics do you use to measure the performance of the MPs? I came to mind CPI or SPI, however, I see that the performance of the project does not reflect the performance of the PM

¿Qué métricas utiliza ustedes para medir el desempeño de los DP? Se me vino a la mente CPI o SPI, sin embargo, veo que el desempeño del proyecto no refleja al desempeño del DP

En realidad, porque vimos que los DP muchas veces no tienen control sobre la llegada de equipos tecnológicos u otras variables de dependencia técnica y al ser medidos por el SPI, tienden a distorsionar la realidad

proyectos es sinonimo de impletar la estrategia. nosotros usamos metricas que estan alineadas a la estrategia que es construida a partir de vision/mision/valores. Por ejemplo uno de los valores es cuidar el planeda por por lo tanto como DPs tenemos objetivos que alcanzar en ese sentido por cada programa/proyecto.

What are the objectives assigned to the PM? develop the team? make the project at the lowest cost?

Are the evaluation perform at regular intervale or at project completion?
CPI and SPI won't be the most useful at project completion.

If there's not much correlation between project performance and PM performance in your organization, then I suggest you look for the impediments that are preventing good PMs from having successful projects.

That is the bigger problem.

Once that's solved, you can measure PM performance by project performance.

For all federal government employees, we have an annual Public Service Performance Agreement (PSPA). It is supposed to include SMART objectives that we are measured against. I believe there has been talk of having PMs sign a separate type letter or agreement because there have been too many issues with project schedule delays and cost overruns despite dashboards which state otherwise. Additionally, there has been talk also of having employees rate their supervisors as part of their annual performance review.
