For more accurate reporting, don't count anything toward EV that isn't verified using your quality control process.
This means that you wouldn't count any progress on a task until that task is 100% done and verified. No 20%, 50%, or 80%. Just 100%. Think about it. Why would you trust a guess of percent completion that you can't verify?
If you don't think that's granular enough, then you should divide your tasks into smaller, verifiable pieces.
This works really well with Scrum sprints as they encourage smaller tasks and key stakeholder reviews as part of your verification process.
Your Control Quality process is the key. It will provide you with a more reliable measure of progress whether you use EVM or something else. Good quality control will also help you to avoid re-work and stabilization sprints and such later. Saving Changes...
