First I consider that the project need to define the clear governance including the sponsor if it is a specific person or a comittee. I think is not always feasible that an sponsor is going to review detail documents and maybe in the governance model for the project you need a stakeholder(s) group that is responsible for validate the general terms and provide input to the sponsor role.
