For junior PM, usually, the biggest obstacle is it’s difficult for them to foresee the consequences behind decision. That stop them from making prompt decision.
To me I think delegation could help them the most, provide support and let them try. Lesson learnt from wrong decision.

Junior PMs need to have some latitude to experiment and sometimes fail in manageable ways. It is a great learning experience. I'll sometimes let Sr. managers stumble into problems that I told them they could avoid. They remember next time.
As senior PMs, we need to keep a protective eye on our Jr's, and know how to distinguish between a learning moment and an impending crisis. If I think it is a major issue, I'll ensure it doesn't go too far, but sometimes they show me a way out of the problem I hadn't even considered. Saving Changes...

Certainly, an expectation of learning and development curve denoted using the Jr. term. And as such, there should ideally be a defined roadmap of what it looks like to earn one's way out of the Jr tag. Depends of the experience that the junior PM has in the business, it it is a veteran worker with a vast knowledge of the business, and is integrated in environment of project management at many years probably the obstacles should be less than a junior PM than is younger , just begining in labor market the learning curve probably will be bigger because all sides of the PMI triangle are new to the PM junior in terms of practice.
