I am studying PMBOK and was wondering about the sequence of events in the project management process. Specifically, PMBOK states that activities must be defined before it can be scheduled or costed? Does activty definition include sequencing and duration estimating? If it does, then does activity definition need to occur before assigning resources?

See PMBOK chapter 3 for a detailed sequence of the planning process. Then discover the chapters on activity definition, activity sequencing, and finally activity duration estimating. These do work well in that sequence.
