How can we find environments that support and cultivate strong project managers?

Organisations that have a very mature Project Management Office and a very strong focus and investment on training and development of employees, perhaps a more projects and delivery focused organisation.

Organisations that follow a robust life-cycle - be it predictive or adaptive, and have resources in place to support virtual teams , agility , encourage communication , minimize waste, Promote Lean ....

In other words "UTOPIA" :)

Look at key outcomes - for example does the company deliver better than their competitors and are their staff highly engaged and with low levels of attrition?

Not sure of your question, but if you mean how can organizations cultivate and support PMs, then our organization has done the following:
1. Created our own internal PM certification program with support from PMI. In order to now be a PM you should have the requisite level of certification IAW the project complexity level;
2. Require and support PMs to obtain the necessary training including courses offered both internally and externally;
3. Offer PMs the ability to attend PM related conferences and symposiums;
4. Offer PMs masters and certificate programs in complex project management; and
5. Offer PMs direct project support, training, and workshops via our PM support organization.
