I baseline a project when the project plan is approved by the sponsor and then baseline again when a change request (that affects the time, cost or scope) is approved by the sponsor.

I do agree with Jenny. First baseline will always underpin the estimation with the proposal. Second baseline aligns with the approved plan with the sponsor and the next ones when a cr has been approved or an extension of budget, time or effort has been approved by the Steering Committee (project sponsor)

The last one is important since there will be changes with no impact and no cr but approval in a steer co will be sufficient

I agree with the previous replies. The question you need to ask yourself is: did my "contract" with my customer/sonsor change? If the answer is yes you should rebaseline.

The initial baseline is typically the project plan that was originally negotiated and agreed on with the customer/sponsor.
