Does any PMI standard defines who should be on Steering Committee?

Prince II is pretty clear on this. A steering committee consists of:
-the business owner or sponsir who is the chair man of the steerco
- the senior user who represents the business and user community
- the senior supplier represents the vendors most of the times the system integrator however also all vendor can be invited to the steerco
A pm is not part of the steerco but reports into the steerco and therewith not involved in decision making

Great question. Hans is spot on. I would only add that there can be many different kinds of steering committees. A large program or project might have its own steering committee while a smaller project may not have or need a steering committee. And of course, there may be steering committee at the leadership team level that reviews and stewards the strategic enterprise PMO (EPMO), but not necessarily at the IT PMO - as an example. At the project level, many PMOs seek to establish guidelines for project steering committees. So, take whatever standard you fancy and then apply that standard within the organization in the form of a policy/guideline. It doesn't have to be overly complex or rigid, just a useful and usable guideline for when it should be done and how to go about doing it. Saving Changes...
