Great breakdown! Just one little thing to add. The PMP Handbook requires 35 hours of "project management -related education". If you read this critically, no where does it say that only training with project management in the title counts toward the requirement. It just needs to be related to the responsibilities of the project manager.
Knowing this, there are innumerable types of training/education that count toward the requirement - Leadership, Team-building, Effective Communications, Six Sigma, Risk Management, Finance et al. It can be either instructor-led or online training from any training organization, an employer, or a local university/community college.
If someone uses their previous education versus a Prep class to meet the requirement, they can submit their application soon and take the exam right after any Prep class and/or won't needlessly take a training/Prep class just to meet a requirement that they probably have already met.
