looking for Projects Management tool (online)
Where we build the project plan and communicate and collaborate it with the project team

we are currently using MS projects (it doesn't collaborate) and also using Smartsheet (it doesn't provide team allocation % and status reporting)
and our team is only 20-40 so Premavira is too big for us

Any Thoughts ?

You can setup resource allocation and status reporting in SmartSheet. It takes some effort to get it set up, but I suppose that's true with any tool. It may not be as robust as your organization wants it to be, though.

What do you need in terms of team allocation %? Do you just need to make sure your people aren't overworked? You could use the build-in resource allocation, or you could simply enter the number of hours a person has available and set a conditional flag if you violate that limit in a given week.

I'm often tempted to push back on project allocation, though, if operational managers are simply trying to get me to do their job for them. They should know how much their people are working. My interest in allocation is to make sure the project plan is viable, not to ensure my co-workers are clocking their required hours.

Consider Microsoft Project Server. It integrates with Project and provides a separate interface for team members.
