If you look at the various constraints on a project, my observation is that the resources (or lack of) are typically the KEY constraint. Following the traditional method of scheduling a project, one would define the critical path by looking at task dependencies and durations. From there, resources are assigned and leveling is performed to compensate for resource availability. Another method being debated in the PM World is "Critical Chain" scheduling, in which resource availability is taken into account through the use of buffers while the critical "path" is constructed.
