We are planning to implement Microsoft Office Project Portfolio Server 2007. Our budget has been 'severely' cut - really barebones.
Do we really need consultants to deploy the solution or can a combination of IT Systems Administrators , IT Project Managers and Business Systems Analysts give it a good shot.

To answer your question - can it be done? (Yes) however it is equally important to analyze the infrastructure because Microsoft Project Portfolio Server 2007 have it's own unique requirement for example I tried to install on my Single Testing Server which also contain Active Directory.
Systems Administrators would be a best choice if they go through install sequence & requirements for setting up the Office Project Portfolio Server 2007.
