You are managing a New Software Development Project and one developer joins your team who was working in another development project . But still his ex project manager asks to help on old project .Due to this , he is not able focus on current project.
In this situation what should you do ?

Raise it as a resource issue, not to punish the developer or his/her management but as a means for management to prioritize the projects. If management agrees it's most important for the developer to be pulled back into prior project then be clear as to the schedule impact on other project. Just make sure it's realistic and not a "the world will collapse" type of scenario.

This scenario is unfortunately more common than not. It would help to determine what circumstances the Developer left the previous project. Discuss what type of work is being done on the other project, if just helping a new resource transition into the Developers previous work then you can negotiate with the PM and Functional Manager and present the impacts to management for a decision. In a case where an alternate resource was not available and the Developer was reassigned to your project then their allocation should be reviewed with the Functional Manager and risk mitigation put in place to acquire the needed resource.

The key is effective stakeholder management. Attempt resolution first at individual level, then unit level, and once the risk impact is fully understood to the project and no other possible resolution available, escalate to management.

I give him a prioritization matrix to lean on and ask him to let me know if he needs my help to work with the former PM/leader to ensure his/her prioritize align with the current expectations.

While we would love to have dedicated persons on our teams, operational realities often mean that we have to negotiate with other projects and parties for the availability of needed skills or experience.
