I have been tasked with creating a new department. Not a standard PMO but something that is more flexible and fits in with this particular company culture. I was thinking of calling it the Solutions Group and it would encompass all the Project Managers and Business Analysts.
Does anyone have a standard document or format to follow for writing this up and presenting it to an Executive committee?

I am in a similar situation, although I am in a rebuild of a PMO that is purely support. As a PM, I considered this the same as any project I have done in the past and started with a standard charter to organize the information and present to the stakeholders. Worked for me. I am now documenting the requirements and the roadmap. An added benefit is you will be percieved as "walking your talk". If you are going to be setting standards, set the example! Saving Changes...

One of the lower hanging fruits is normally centralizing project reporting to determine the efforts. This is a quick win and gets buy-in at senior levels normally.
Some other considerations are:
1. A champion of the initiative who can help advocate for the effort and remove political obstacles.
2. An audience with the business customers to help faciliate status reporting with information the executives would like to know, and also what their pain points are. (This will also assist in changing the organizational culture.)
3. For the PMO, it is good to have the financial reporting on the project efforts. Helps to clarify decisions.
