They meet the legal requirements, are aligned with the strategy of the company (organization) and there is a well designed project charter (it is assumed that there has been a previous feasibility study)

The important thing is that the proposal should be feasibility in terms of operational, technological, cost and time.

Approval is critical for any project. To get it,you must demonstrate how the project furthers the objectives of the organization by carrying out a feasibility study. You also have to indicate the likely cost estimates and timelines for the project

It solves a problem
Has business justification
Has business value
Aligns with the organizational strategy, mission, and vision

Ideas are not projects. Having an idea does not equate to becoming a project. This is how organizations get into trouble without having a proper intake process.

In my opinion the most important things for Approval of any Project lies in its Business Case , where different qualitative or/and quantitative approaches & methods (i.e. Cost Benefit Ratio, Return on Investment, Payback period etc.) are employed to show the Benefits or gains from the Project. To clearly explain the Input/Output relation of Project is very much important to get approval from concerned authority.

Shadav -

1. A consistent intake process supported by an effective governance model for project selection. The latter will consider whatever dimensions are important to the company or department (e.g. financial merit, strategic alignment).

2. A sponsor - without that, we shouldn't have a project!

In my books , Strategic Alignment trumps everything, even cost . If the project does not align with the organisational strategy , it is less likely to be considered as viable.

Business Case. The business case needs to be approved before a project can start. The business case provides motivation for a project.

As others have noted above, having effective governance in place will determine which projects move forward, and which are destined to die on the vine. Each organization will have their own set of selection criteria which drive the project approval process.
