I am currently reviewing open source project management systems for our PMO and would like to find out if anyone has successfully implemented Project.net - http://www.project.net/ - and what other good alternatives may exist

I too started looking an open source project management systems, but I found two main problems with them, they were either "too technical" written by programmers for programmers and/or secondly almost universally poorly documented. This combination proved too much for us and negated any benefits we could get out of them.

A few years ago I wrote an article on various open-source collaboration platforms.

Open to Collaboration from Projects@Work
http://www.projectsatwork.com/content/articles/226866.cfm

It summarizes a variety of tools available that are free and evolving.
I've worked with Achievo.org, Basecamp, and a few others. The level of functionality varies.

What does your PMO want to do with the software?

High level portfolio management? (Check out Achievo.org)
Project Level Document Sharing (Google Docs may even be sufficient)

There are a lot of alternatives depending on your specific need for open-source or low-cost ASP hosted solutions.

Thanks!
