I am currently in the process of moving my development team into the use of RUP for Java / Oracle development. I have had occasion recently to consider the relationship between SDLC's such as RUP, Project Management and the implementation of Project Management methodologies (which I see as being a seperate layer from the act of Project management. This essentially translates to a three layer model for software development with PM at the top, the Methodology second and the SDLC as the third layer.
In discussions with other project managers about the use of RUP, it appears that some feel that RUP itself provides a basis for a project management methodology. I disagree strongly. What is the feeling out there.
Personally, I am amazed at the number of senior development staff (as well as clients for that matter) who fail to differentiate between the SDLC for a project and the actual project management layer. Any comments? Saving Changes...

Your absolutely correct. As a Sr. Project Manager in a group that was responsible for the rollout of both the Summit-D SDLC and General Project Management Training, we put together a simple but effective graphic model describing how an SDLC supports general project management processes and techniques, but IS different. Likewise, tools and techniques, such as OOAD, RAD, JAD, or other Automated tools, typically support or enhance the SDLC. So what you have is a layered model, with PM at the top, an SDLC in the middle layer, and tools and techniques at the bottom.
