What do you mean by self-determined?

In general, a CoP is about sharing learnings - patterns, anti-patterns, templates and so on.

As such, an effective CoP can help reduce risk of repeating past issues and could avoid PMs reinventing the wheel. It can also provide some professional development support for junior PMs.

To continue with Kiron's post, CoP's influence individuals through a crowd-sourced knowledge and experience sharing model, which would then ultimately provide benefits to the organization, whether through project execution or elsewhere.

You can have a big influence and impact. You have to gain sponsorship from top management. Be patient, start small, get some projects to be successful with your input, and when the word spreads, you will be called to help bigger projects. The best help you can get are the results. Don't apply the book to the operations, adapt according to your organization.

CoPs are usually horizontal groupings in the organization to foster communication and knowledge across various units. As a result, the impact is felt mostly at the operational level.
