On a Project with no Ground Rules

I am in the process of gathering ideas on ground rules for the project I am currently on. It has been three months and there are some issues and unacceptable behaviors. I feel with grounds rule some of the issues can be easily corrected.

Hi Lynn,
The PMBOK Guide Sixth Edition: Plan Resource Management process has the Team Charter as one of the outputs along side the Resource Management Plan.
It is in Team Charter that, the dos and donts are stated.(ground rules) to clarify what is acceptable and unacceptable.
The development and availability of the Team Charter could have prevented the present scenario you are referring to.
Furthermore your authority to exercise control is dependent on the project organisation structure, if weak matrix, balance matrix, strong matrix or a projectized structure.
