What is the purpose of the appraisal? Is it for a selection process i.e. measure the developers up against each other? Either way, I follow the same approach. A balanced scorecard is a very objective way of measurement. You identify the key areas on which you want to access them and assign a weighting to each of these areas i.e. how important is it and what impact does it have. You then identify key measures under each area and assign a score on a linear scale i.e. 1-5 which is.
