Is there any framework for project and operation working on same global system?

How to merge project (handles roll outs and big change req) and operation(L1, L2,L3) team. Is there any framework defined to achieve the seamless delivery where both teams working on same global system?

This is a value-stream or product-centric delivery approach which has many advantages over a traditional project structure in that:

- teams are stable & long-lived
- delivery team members have an incentive towards building quality solutions as they are responsible for the ongoing support of those solutions
- meaningful product roadmaps can be developed and maintained
- the "waste" of initiation and closeout are avoided

Many of the well understood agile frameworks (e.g. Scrum, SAFe) encourage a product-centric approach and Disciplined Agile supports it with a number of its lifecycles
