I suggest you check out the PMI chapter of the year awards. That should be a good indicator of activity and usefulness. I know the Montréal chapter won it one year. Saving Changes...
Montreal uses to be really active. It is a large one.

I am part of PMI Pune-Deccan India Chapter and I find it very useful as well as active. In addition to PDU earning opportunities and networking events, the chapter also provides coaching / mentoring for the members. There are ample volunteering opportunities as well.
