why there is Change Management freeze/ IT freeze? Why is it in Dec?

Great comments above. You have to consider this inside the maintenance framework. Industries needs to create a maintenance environment to prevent errors and to fix non-critical erros. December is selected because most of the comments above which include the holidays around the world mainly.

Hello folks, is it a standard practice for anyone in charge of managing the freeze periods of an institution to set a freeze period starting from 1st October to early mid January just to protect the systems for end of year financials?

That's a pretty big freeze! Sounds like they should invest in upgrading to a system that doesn't take more than three months to do the year end closes.
