How do you set the holidays for different countries to apply to the work done in each country?

One option to consider is assigning resource level calendars for each resource based on their location. You can then adjust their work times relative to your own time zone.

However, will there be a significant impact to your dates across timezones? If you have international resources, they would still have due dates but the difference is the actual timezone would vary but the date should be the same.
